Asari founded the Niger Delta People’s Volunteer Force (NDPVF) in 2004, which quickly became a major cause of unrest in the Delta region. Local and regional officials seeking to profit handsomely from the region’s oil resources generally supported the NDPVF, a militant movement. In addition, the organization was involved in illegal oil bunkering and other local resource extraction.
