She was one of the first few female administrative employees to join the Ministry of Finance while it was still housed in the original Fullerton Building in 1962. Career

Elizabeth Sam joined MAS in 1971, the year it was founded. In 1976, she was promoted to chief manager in charge of investments and exchange control, and she later became director of the foreign department. Her prominent position placed her as second-in-command to MAS’s first managing director, Michael Wong Pakshong. Elizabeth Sam, along with past finance ministers Goh Keng Swee and Hon Sui Sen, was instrumental in the formation of Singapore’s foreign exchange market, the Asian Dollar Market, and the futures market. Her influence extended to developing Singapore’s early reserve management policy and overseeing the country’s overseas investments. She left MAS in 1981 and became a member of the Mercantile House Holding board of directors until 1987. Sam then moved on to the Oversea-Chinese Banking Corporation (OCBC) in 1988, where she served as executive vice president.
