Kipsang attended Kapsabet Boys High School, where he excelled and earned the marks required to attend the University of Nairobi. He earned a Bachelor’s (Honors) Degree in Education with a focus on Business and Economics from the university. He returned to the same college after receiving his Bachelor’s degree to pursue his Master of Arts in Economics. Career
Kipsang worked for the Coffee Development Fund before moving into teaching. He eventually worked for the Ministry of Education’s Higher Education Loans Board (HELB). Throughout his time in this industry, he was consistently a top performer, and most of his coworkers characterized him as a humble and always-ready individual who was not bashful. Following his stellar performance in the ministry, H.E Uhuru Kenyatta appointed him as principal secretary in the Ministry of Education in 2013. When Fred Matiangi took over the ministry in 2015, Belio worked alongside the CS to reorganize the ministry, which had been plagued by issues for years.
Most of the individuals around him were promoted in 2020, but he kept his position since he had demonstrated without reasonable question that he was meant for the job. Kipsang has been in that position for almost a decade, serving under severe CSs such as Prof. Jacob Kaimenyi, Fred Matiangi, Amina Mohammed, George Maghoha, and now the current CS Belio Kipsang. He was one of the leaders who played a significant part in the continuing reform of Kenya’s education system. Belio recently declared that junior secondary schools will be housed in elementary schools. He is also an associate member of the Association of Certified Fraud Examiners and a member of the Institute.
