Dulloo joined the IAS in 1989 after passing the civil services test on the first try. He was assigned to the Jammu and Kashmir cadre and began his career in Srinagar as an Assistant Commissioner. He later served as Deputy Commissioner of Anantnag, Director of Industries and Commerce, Secretary of Tourism and Culture, Commissioner of Commercial Taxes, Principal Secretary of Finance, and Financial Commissioner of Health and Medical Education in the state administration. Atal also spent some time on deputation at the central government. He served as the Ministry of Home Affairs’ Secretary of Border Management, the Ministry of Agriculture’s Joint Secretary of Agriculture and Cooperation, and the Director of Census Operations in Jammu and Kashmir.
