Cecilia Atim Ogwal was born on December 6, 1946, in Dokolo District, the British Protectorate of Uganda. Her parents’ names are Opio Boniface and Rosemary Apio. She went to local schools in Uganda. In 1967, she was enrolled at the University of East Africa in Nairobi to pursue a Bachelor of Commerce. She graduated from the University of Nairobi in 1970. Ogwal also holds a Certificate in Human Resource Management from the Institute of Public Administration, which is currently known as the Uganda Institute of Management. She also had two more certificates: one in Christian-based principles from the Haggai Institute in Singapore, and another in public-private partnerships from Australia.
Career
From 1979 to 1980, Ogwal served as the Ugandan Embassy’s Liaison Officer for the Return of Ugandan Refugees in Kenya. From 1980 to 1981, she served as operations manager for the Uganda Advisory Board of Trade. She co-founded the Housing Finance Bank in 1982 and worked there until 1984. She was President of the Uganda Development Bank from 1981 until 1986.
Ogwal became active in Ugandan politics, serving as Acting General Secretary of the Uganda People’s Congress between 1985 and 1992. She served on the Constituent Assembly in 1994, which produced and promulgated the Ugandan Constitution of 1995. She was a senior figure in the UPC political party until 2004. In the 2006 parliamentary elections, she lost her Lira Municipality seat to Jimmy Akena, the son of UPC founder Milton Obote. In 2011, Ogwal ran for and won the Women’s Representative seat in the newly constituted Dokolo District. This time, she switched parties and ran as a full member of the Forum for Democratic Change party.
