He joined the Dumka District Administration in Jharkhand on 4 May 2012 as Assistant Collector and Additional District Magistrate (ADM), where he was in charge of land revenue management, district administration, and sub-divisional administration. He was ADM Dumka until August 25, 2013. On August 26, 2013, he began working for the Chakradharpur Administration in Jharkhand’s West Singbhum district as a Sub Divisional Magistrate (SDM) and Sub Divisional Officer (SDO), where he worked in land revenue management, district administration, and sub-divisional administration. He worked there till August 26, 2014. He joined the Lohardaga District Administration as Deputy Development Commissioner (DDC) on August 26, 2014, and worked in rural development till February 13, 2015.
Ranjan joined the Koderma District Administration as Deputy Commissioner (DC) on February 14, 2015, and was in charge of land management and district administration. He worked there till December 22, 2015. On June 27, 2016, he was promoted to the position of Joint Secretary in the Jharkhand state government’s Department of Food, Public Distribution, and Consumer Affairs. He worked there till June 13, 2017. He joined the Ranchi District Administration as Deputy Commissioner (DC) on July 15, 2020. Chhavi initiated several projects to improve society, including Project Pavitra for menstrual hygiene awareness, Wall of Transparency for spreading awareness about government schemes, Bhoomi Vivad Nivaran for the resolution of illegal land acquisition cases, and Sarkar Aapke Dwar in Ranchi’s rural areas.

Chhavi Ranjan IAS Arrest News and Controversy
On 4 May 2023, the Enforcement Directorate (ED) arrested Chhavi Ranjan for her role in unlawful land sales by falsifying numerous land documents. Dilip Sharma, the tax collector of Ranchi Municipal Corporation, filed an FIR in 2022 at Bariatu Police Station in Ranchi for the illegal sale and acquisition of 4.5 acres of Indian Army land and one-acre land in Ranchi’s Cheshire Home Road area. The forgery was discovered during Jayant Karnad’s investigation, and the matter was taken over by the ED.
In February 2023, the ED searched the Bargain Circle office and the Registrar of Assurances in Kolkata, where they discovered documents indicating the fabrication of land papers to sell the land. During the investigation, the ED stated that the purchase took place after a gang of builders and government officials forged the land documents, and Chhavi was DC Ranchi at the time.
