He has written about the role of high-stakes testing in perpetuating inequalities, such as the turnover, tumult, and vicious cycle it creates in the lives of students and educators, as assessment performance harms a school’s ability to teach and, as a result, the quality of the education on which the student is assessed. By the mid-2010s, one-quarter of Bowman’s kids had chosen not to take standardized tests. He also urged children to be educated in the arts, history, and science, in addition to the fundamentals of literacy and numeracy. Bowman’s school policy addressed the school-to-prison pipeline with a restorative justice concept. After ten years as principal, he resigned to concentrate on his congressional campaign.
