Lucas was born on August 19, 1984, in Kansas City, Missouri, to a single mother named Quincy Bennett Johnson. He was raised on the low-income East Side of Kansas City and never knew his father. Lucas received a scholarship to attend The Barstow Institution, a prominent private institution. He was twice elected student body president and ranked among the top students in his class. Lucas said that the mismatch between their objectives and their origins resulted in identity issues. He was reluctant to leave Kansas City after graduation, but at the suggestion of his college counselor, he enrolled at Washington University in St. Louis.
Lucas earned a political science degree from the University of Washington and then studied in South Africa. While residing in Cape Town, he observed apartheid’s political and cultural legacy, which shaped his understanding of the injustices that black people face in the United States. Lucas attended Cornell Law School, where a professor pushed him to help Curtis Osborne with his clemency application. Despite the failure of the appeal, Lucas felt the legal experience to be transformational. Lucas joined the University of Kansas Law School in 2012 and teaches administrative law, contract law, and securities regulation.
Career
Lucas ran for City Council in the Third District at Large in 2015. His campaign pushed for the sale of Kemper Arena rather than its costly removal and also promoted public transit through future and present rail lines. He won by more than 70% of the vote. Lucas decided in 2016 to designate blight in the city’s south to enable a $80 million investment. $80 million will be spent on the building of residential and commercial areas. Critics argue that the city has supported excessive growth in richer neighborhoods while failing to do so in disadvantaged communities.
His main emphasis on the City Council was housing policy. He campaigned for both the construction of new dwellings and the repair of old homes. He was instrumental in creating the 2018 ordinance, which reduced the city’s definition of affordable rent to $1,100 per month, or 30% of the city’s median income. During negotiations on the funding and construction of the Kansas City International Airport restoration in August 2017, Lucas urged for more open municipal decision-making by holding fewer private council sessions.

In the 2019 Kansas City mayoral election, 11 candidates competed to succeed term-limited incumbent Sly James. Lucas and colleague City Council member Jolie Justus were ultimately chosen. Lucas won with almost 59% of the vote. In late August 2020, a group of residents criticized Lucas’s COVID-19 pandemic mask restrictions as damaging to small companies and launched a failed petition to have him removed from office. Lucas co-founded Mayors Organised for Reparations and Equity, a collaboration of 11 mayors, in June 2021, to develop a pilot program to address slavery reparations in the United States.
Lucas is a member of the Kansas City Board of Police Commissioners. Since he joined the board, two firearms laws have been approved. The first law prohibits anybody under the age of 18 from possessing a firearm or ammo and provides police broader ability to seize illicit guns. The second regulation prohibits selling or giving a pistol to a juvenile without parental approval or for military duty. If the ordinances are broken, the perpetrator may face imprisonment, a fine, or placement in a diversion program. Lucas was re-elected mayor of Kansas City in 2023 with 80.5% of the vote.
