Career
Rashmi Shukla served as the Commissioner of Police in Pune and the Commissioner of State Intelligence Department (SID) under the BJP-Shiv Sena alliance administration led by Devendra Fadnavis from 2014 to 2019. While acting as Mumbai’s Police Commissioner in 2016, she became the city’s second female police commissioner. In 2021, she was promoted to ADG at the Government of India. Rashmi Shukla was appointed as the Central Reserve Police Force’s assistant director general in Hyderabad in October 2022. During the same month, it was declared by the Maharashtra BJP administration that she would be nominated to the office of DGP by the central government.

She was accused of tapping the phone of Maharashtra Home Minister Anil Deshmukh, who was involved in transfer-posting cases, in March 2021. Former Mumbai Police Commissioner Parambir Singh wrote a letter to then-Chief Minister Uddhav Thackeray accusing Anil Deshmukh of extortion. Rashmi was eventually fired from her position rather than taking action against Deshmukh.
Another phone-tapping charge was filed against her at the Colaba police station in March 2022. She was accused of listening in on the phone calls of state Congress chairman Nana Patole, Nationalist Congress Party leader Eknath Khadse, and Shiv Sena leader Sanjay Raut. The event occurred in Maharashtra under the Shiv Sena-NCP-Congress coalition administration. However, soon after Eknath Shinde took over the Maharashtra government, she was removed from the investigation, and the police declared in the closure report that there was no evidence against her.
